Competence Certification of the Concrete Steel Welding Producer in accordance to EN ISO 17660-1
Certification of competence of the concrete steel welding producer is addressed to all the entities which provide welding of concrete steel load-bearing joints, above all, for the state-controlled agencies, such as Ředitelství silnic a dálnic ČR [Road and Motorway Directorate of the Czech Republic] (“ŘSD”). They may involve e.g. manufacturers of precast products or entities welding concrete reinforcement when
repairing bridges.
Welding in general is considered a special procedure, the result of which cannot be always verified by means of testing after the welding has been finished. The weld quality must be therefore controlled during the execution and not by means of tests of the complete product only. Welding of concrete steel in accordance with EN ISO 17 660-1 Standard Specifications assures that the quality of welds of the completed product complies with the specified criteria. EN ISO 17 660-1 Standard is based on EN ISO 3834 Standards: Quality requirements for fusion welding of metallic materials and additionally determine the requirements being specific for the concrete steel
welding operations.
Starting from July 2008 ŘSD’s contractors and others must newly prove their professional competence in accordance with the Technical Conditions of Road Constructions TP 193 – Welding of Concrete Reinforcements and Other Types of Joints. Contractor shall prove its competence by compliance with the requirements stipulated by the Methodological Guideline MP SJ-PK ref. 20840/01-120 part II/4,
published by the Ministry of Transport of the Czech Republic, so that the contractor shall submit the valid Certificate of the Quality Management System in accordance with EN ISO 9001 Standard together with the Competence Card, as well as the valid Contractor’s Qualification Certificate in accordance with EN ISO 17 660-1 Standard.
EN ISO 17 660-1 Standard Specifications: Concrete Steel Welding – Part 1 (Loadbearing Welded Joints) apply to welding of load-bearing joints from weldable concrete steel and corrosion proof concrete steel in shops and during erection on sites. This Standard sets forth the requirements for the material, design and execution of welded joints, welders, as well as quality, control and testing.
Benefits resulting from the certification of concrete steel welding contractors in accordance with EN ISO 17 660-1 Standard
- substantiation of compliance with the highest requirements specified for the concrete steel welding producers, including both the statutory requirements stipulated for the welding control as a special procedure and the requirements resulting from other regulations, e.g. the Methodological Guideline MP SJ-PK ref. 20840/01-120 published by the Ministry of Transport of the Czech Republic;
- guaranty of steadiness of the welding production process and thus also of a steady and high quality of the services and products provided to customers;
- substantiation of the suitability, efficiency and effectiveness of the established system of the controlled welding process by a third, independent party;
- improvement of the management system and organizational structure of the entity;
- improvement of order and increased effectiveness of the welding procedures;
- optimization of costs, consisting of reduction of the operational costs, reduced costs incurred by non conforming products, savings of raw materials, energies and other sources;
- increased trust of the public and state supervisory agencies in relation to the producer providing welding operations;
- compatibility of the welding procedure management and control with the practice established in EU member-states, resulting in a speedy adjustment of Czech producers to EU requirements; and
- compliance with the requirement for documenting the quality of concrete steel welding by contractors, as specified by the Road and Motorway Directorate of the Czech Republic.
